Cell phones for state’s poor hits roadblock
Free program needs 911 certification

Most poor Alabamians will have to wait months, and perhaps longer, to get free, government-subsidized cell phones and cell phone service.
The state board that oversees emergency 911 service on Friday told the Miami company behind plans for the free phones that the board lacks the authority to grant statewide certification that the phones are compatible with 911 systems. The certification is required by the Federal Communications Commission to qualify the company, TracFone Wireless, for federal subsidies.
